DAL/Proto: migrate skip lists cells insertion in the skip list

This MR duplicates the V1 of skip list into a V2 namespace. Then it starts adapting it to work with cells Content of type Content_v2.t. For the moment, it mainly migrates cells insertion in the skip list. Proofs migration will be done in a follow-up MR
