protocol_environment: remove with_legacy_attestation_name encodings

What

The time to put the legacy attestation name endorsement to sleep has come. This MR is the last of a set of MRs that target to remove the support for this old name.

This MR removes deprecated operations encoding using legacy attestation name from the protocol environment.

This MR fixes #7351 (closed)

Why

How

Introduce a protocol_environment_T_V13 and remove legacy_attestation_name encoding from it.

Manually testing the MR

CI green, encoding with legacy attestation name are not use anymore.
