DAL+Etherlink: add metrics

What

Add metrics counting:

  • the number of DAL slot import signals sent by the sequencer,
  • the size of both DAL batcher queues.

Why

To help monitoring and troubleshooting the sequencer EVM node and rollup node when DAL+Etherlink is running.

How

Checklist
