EVM Node: Release v0.3

This release primilarly addresses two bugs uncovered in production: the broken octez_evm_node_head metrics for the RPC mode, and the node hanging when catching-up to the head of its upstream EVM node (in observer mode).

This version is compatible with every kernel deployed on Etherlink Mainnet Beta.
