EVM/Node: eth_call state override

What

Add state override feature to eth_call. Only for fields balance, nonce, code first.

Some partners need it.

The rest of state override (fields state and statediff) are follow up, as the encoding is less defined and clear.

How

We modify the input parsing and the simulator backend. Depending on the backend's representation of the state, we apply the override. When we can't (ie rpc backend, proxy) the state override is completely ignored.
