Beta: Revert tickets to ParisC status quo

This MR reverts !11620 (merged) and !11619 (merged) for the next protocol proposal. This brings back the protocol in the status quo we know today with Paris, where Ticket is a valid Micheline constructors that is unused by the protocol and the rollups.

This MR does not revert these changes for proto alpha, to give us the time to review the real impact for R.

The MR that modifies the SDK are not revert, there is no need to do so.
