Automatically apply the PVM patch for increasing tick limit for the Etherlink rollup on mainnet (sr1Ghq66tYK9y3r8CC1Tf8i8m5nxh8nTvZEf).

Closes #7148 (closed).

Why

The patch was applied on the genesis state and the first commitment is now cemented.

How

Hardcoding the address.
