EVM/Node: debug_traceTransaction RPC boilerplate

Adds the encoding for the input of the RPC debug_traceTransaction, with only the default tracer of geth: structLogger. The default values are taken from https://geth.ethereum.org/docs/interacting-with-geth/rpc/ns-debug#debugtracetransaction

Why

To make the full feature easier to review, it is splitted in multiple MR. This one only adds the boilerplate to make the RPC callable with the reight input, without any implementation.

How

It simply adds the encoding for the input, nothing fancy.
