EVM/Kernel: enable tracing inside the EVM execution

Context

Part of #7083 (closed).

Given the specification of the opcode logger, we just store what's needed during the execution by mostly inspecting lower level structures of the EVM runtime.

Manually testing the MR

Added RLP unit tests + CI.
