packaging current: add DAL deb package

What

Add the DAL package to the set of current packages. This package contains just the dal binary and the zcash parameters

Manually testing the MR

locally make dpkg and check on the CI that the artifact for the DAL node is correctly generated.

to check it's content dpkg -c <package>.deb
