CIAO: refactor runner tag / architecture handling

What

Refactor CIAO for better tag handling.

Why

Instead of allowing multiple tags we define exactly which tags we are using as a type. The user can select only one tag that is going to define the type of infrastructure ( runner ) used and the architecture of the runner.

We add a special case for a Dynamic tags that can be used to run matrix / parallel gitlab jobs

Manually testing the MR

Check that the code compiles and nothing is changed. This feature will be used in a subsequent MR.
