The MR extends the Delegate_service.info type with a pending denunciations flag.

Why

Because the fact that a baker has pending denunciations is an important information.

The info returned by the following RPC

octez-client rpc get /chains/main/blocks/head/context/delegates/<delegate_publick_key_hash>/

now contains a field

"pending_denunciations" : <true|false>
