Updates the protocol for ParisB version of Paris protocol proposal.

To be merged if/when this proposal is voted.

End of the stabilization period.

How

• Rename proto_019_PtParisA to proto_019_PtParisB.
• Change the protocol hash.
• Update the content of lib_protocol/ with !12270 (merged)
• Update the regression files and the kaitai-struct-files
• Update the rpc doc and the openapi specifications
