Based on !11390 (merged), make storage non-snapshottable

TODO:

!10455 (comment 1704535748) Active_delegates_with_minimal_stake is only access with add, remove, fold, and mem. I checked the code and the migration in this direction will work (it wouldn't in the other direction). Anyway, this table is used all the time, any migration will stress-test it.
