Packages: remove dependency on baker package

Context

This is a small "bug" fix that removes the dependency of the experimental package from the baker package. Users that user it will know what they are doing.

Manually testing the MR

1. check out the branch
2. make dpkg
3. observe that the experimental package will now install without the baker as a dependency
