DAL/Proto: rename the DAL publish operation

What

This MR renames the dal_publish_slot_header operation into dal_publish_commitment operation.

Why

This solves an inconsistency with the client command (which is named "publish commitment") and avoids mentioning the notion of "slot header" in the interface of the protocol.
