Prevent auto-staking for denunced but not yet slashed delegates

Why

because unstaking might be sub-optimal for the delagate if it is slashed after.

If there is pending denunciation recorded for the delegate, we do not trigger the autostaking for it.

Will be properly tested in a follow-up work #6922 (closed)

Document the interface of any function added or modified (see the coding guidelines)

For new features and bug fixes, add an item in the appropriate changelog (docs/protocols/alpha.rst for the protocol and the environment, CHANGES.rst at the root of the repository for everything else).
