Protocol/DAL: Tag slot header encoding to facilitate migration

What

Tag an encoding from the DAL storage

Why

Such a tag allows to ensure we can change the slot header representation and ease the migration going from a previous version to another one.

How

We prefix the slot header encoding with a tag. Even though a list of such tag will be stored in the storage which could be inefficient, I don't think it will be a big issue in practice.
