Context

This MR adds a Tezt test using most Adaptive Issuance related client commands and checking related RPCs allow to monitor/observe stake changes as expected.

tezt/lib_tezos has thus been enriched with the necessary operations.

The test can take some time as it requires to bake lots of blocks to activate AI and as each operation requires to wait for some cycles to observe their effect.
