EVM: simulation tag

Context

Simulations does not use tags to be differentiated. If tags were used it would be faster to fail when parsing wrong messages. Many other simulations might be added in the future. This MR is a follow up from this comment:

This MR adds a tag for evaluation and validation simulation.
