Octogram: generate proto params file (part 2)

Does three small things:

• adds the possibility to update minimal_block_delay
• slightly updates the result of the job (giving it a name)
• allows to optionally specify a different name for the output parameters file (the default being 'parameters.json' in the agent's home dir)
