RPCs/Shell: remove deprecated valid_blocks streamed RPC

This simple MR aims to remove the deprecated, since 02/2023, RPC /monitor/valid_blocks. This RPC seems unused and is absolutely equivalent to the /monitor/applied_blocks.

This is a breaking change if some users were using it.
