Context

Depends on !10807 (merged) (only the last commits of mine are relevant)

For multisig contract we need PACK instruction that is capable of encoding value of type

  pair (pair chain_id address)
       nat
       (or (pair mutez (contract unit)) (or (option key_hash) (pair nat (list key))))

As a first step, in this MR I add helpers for encoding the untyped Value struct into bytes.

This MR leaves a todo, it will be covered in !10691 (merged).
