This MR will revive set-deposit-limit option.

Revert "Proto: remove operation Set_deposits_limit" revives the ops, without taking the stored value into account
next commit actually uses the value in auto-staking
client command is revived
previously deactivated tests are reactivated
tests are readded in alpha and pattern-matching in tests are made complete
revived tests are rewriten in monadic-let syntax
some more tests are revived
tests are adapted to some renaming
last monadic-let rewrite in tests

Manually testing the MR
