DAL: set blocks per epoch to 1

And also fix some remaining issues related to MR !10254 (merged).

Closes #4672 (closed) as well, given that

  • I think now all occurrences of attested_level and attestation_level are used as hinted in the comment of the removed TODO.
  • I don't think we really need to rename the field, and leaving it as is would be in line with consensus operations.
