Improve SCORU storage access logic in `publish_commitment`

This is a followup from !4620 (merged), to remove the superfluous storage access calls in Sc_rollup_storage: publish_commitment uses Store.Stakers.find itself, before calling deposit_stake and refine_stake both of which themselves access the same storage.
