feature(vision): describe basic protocol

Think of this repo as a template other people can use to copy the EvolveUX activity in other contexts, e.g.: Montreal, Ottawa designers, but also other types of makers, perhaps in the same city.

The readme is a draft high-level description of what the EvolveUX protocol is, and who it's for.

You can send MRs to refine it, and/or add new files, e.g.: templates to use in meetup event creation, for example.

Goal is to make the activity easily reproducible, in the long run, also by people who have never participated in person to an Evolve UX event. (That's how we'll know we've done a good job codifying the steps to make the protocol usable by others, including pre-/during/post- event logistics)

This MR requires 2 maintainer approvals (not including the MR creator), plus 2 more additional approvals from the community at large.
