Fix control bar tools icon size isn't applied when opening a new window

Fix:

• Add apply_ctrlbar_settings() in switchDesktop() after populating tool_toolbars.
• Ensures icon size setting for tool_toolbars is successfully applied in the new window.

Why this MR?

• This MR is a continuation of MR !7485 (merged)
• With further testing, it was found that the issue #5920 (closed) was not fully fixed.
• As the control bar tools icon size section still didn't apply when opening a new window.
