Hides LPETool in the default preference
The MR simply tends to resolve #5044 (closed). It hides the LPE tool(by default) in the toolbar. LPETool can be made visible by turning it on in the Toolbar Preferences. It removes the lpetool by checking it's default preference(which is unset).
