WIP: Make showing the shortcut in dialog title bars optional

Currently, the shortcut for each dialogue is shown in its title bar; this clutters the interface and is largely unnecessary.

This MR makes showing the shortcut optional and adds a preference for it.

Note: Currently open dialogs won't update their title text until Inkscape is restarted.
