Draft: Group Ledger/Tabloid with other US paper sizes, not envelopes.

11x17 is currently way down with the envelopes in the list. Put it with the other common US page sizes.

I got this change merge previously in #1758 (closed) 2.5years ago in 1e85db5 but somewhere along the line it got clobbered.
