Make "Outline overlay opacity" preference control opacity and not transparency

Currently the "Outline overlay opacity" preference ("Rendering" tab) behaves as transparency: overlay is fully transparent when the preference is 100%. This MR inverts the preference behavior so that at 100% it is fully opaque. Also the preference range have been increased from [1..100] to [0..100] to support full alpha range.
