Draft: Dis/reconnect icon signal to avoid windows bug

Windows is behaving is a strange way with the signal_icon_press event and appears to trap itself in a focus lock where the uncompleted mouse event does not complete because the called function creates a new window.

Fixes #3386 (closed)

Test MR until confirmed this workaround works.
