rename helper-fns.h and move it to util

Aviii06/inkscape:helper-fns into master

I changed the name to helper-read-fns as it helps in reading vector bools and numbers. I changed it in CMake and have locally tested it.

Refactoring was asked here( Rename helper-fns.h with a better discriptive name and move to util(?). MOVE/RENAME)
