Fix numerous scrolling issues on DialogNotebook

Commit:

1. Remove double scrollbar from layers and objects dialog, symbols and Paint servers
2. Set overlay Scrolling OFF on dialogs
3. Hide non active notebooks to update scrool to visible widget
4. Allow have wider tabs hidden bigger than current allocation size for the notebook
5. Fix a issue small scroll on switchig for example fill&stroke focusing in subnotebook and sometimes hidding main toolbar
