Updated Romanian translation for 1.1.1

Updated translation for Romanian, for Inkscape version 1.1.1 (for master I will do separately, after syncing with inkscape.pot from master). The person who promised in April 2021 to work on the RO translation [1] seems to have abandoned the intention, so I upload now my own work. Still a lot to do, I will continue to work slowly on it, but better that way than nothing.
