Unify Render Icon Code

Refactor to unify all render icon code (splited from https://gitlab.com/inkscape/inkscape/tree/themableInkscape)

This is a start point to continue with the splited branch. Current code is limited scope about rendering icons, with this code we can't change to tango icons, but is a work in progresss in the themeableInkscape branch.
