WIP: HREF Support

href_and_xlink_href into master

This is the href and xlink:href support. This includes this logic:

  1. Read in any href attribute, failing that, read in xlink:href instead.
  2. Use this href attribute in the same ways as the xlink alternative
  3. When writing out, keep writing out xlink:href, but remove href to avoid duplication (this may be switched around in a future merge request)
  4. Assume all features of xlink:href as the same as href (for example image data)
