What does this MR do and why?

The goal of this MR is to move the CVE validation step further down the release process. Today, it runs too early and its causing confusion for developers, and the ping that PSIR/AppSec receives is too early for us to be able to action it. By moving further down the pipeline, it runs at a time where the CVEs should have been updated.
