extend package wait time from 30 to 45 minutes

What does this MR do?

In the last weeks we often had coordinated pipelines timing out in the wait:omnibus job. Looking at https://dev.gitlab.org/gitlab/omnibus-gitlab/-/jobs it seems that packaging (especially for Ubuntu-18) often takes far more than an hour (and timings vary widely).

This MR is increasing the package_pipeline wait time from 30 to 45 minutes to not make pipelines fail so often.

The package_pipeline context seems to be used in WaitForPackage as well as WaitForPipeline, so I hope increasing it for the latter is ok too.

I also asked the Distribution team to look into the reason for the increased package time, as this is meaning an increase for our MTTP.
