Update common-ci-tasks to v2.72

The previous version was breaking:

Unable to create pipeline
jobs:gitlab-static-reachability config should contain either a trigger or a needs:pipeline

Apparently in GitLab 1.80 we removed the beta gitlab-static-reachability and dependency-scanning-with-rechability jobs.
