Add shared_runners_extra_minutes column to namespaces
What does this MR do?
It adds a new field (extra_shared_runners_minutes_limit) to the namespaces table in order to persist the extra CI minutes purchased by the customer.
That new field is considered when checking the limit before registering a new CI job.
