Moves Rails/HasManyOrHasOneDependent into separate TODO file.

⚠ This is the last MR to resolve #354328 (closed) 🎉

This MR also marks .rubocop_todo.yml as obsolete and used referring to the new location .rubocop_todo/**/*.yml and the new rake tasks.
