Move tags dropdown to gl-dropdown [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This replaces the tags HAML dropdown for the GlDropdown component of GitLab-UI, this is behind the gldropdown_tags feature flag
