WIP: Explicitly define contexts in Cronjob workers

What does this MR do?

This adds a rubocop rule that require us to explicitly define contexts when scheduling jobs.

It also requires this for all workers that are scheduled from Cron.

This is required for gitlab-com/gl-infra/scalability#67
