Remove duplicate test suites in test pipelines

What does this MR do and why?

This MR wraps up the work in Remove duplicated test suites from test-on-omni... (gitlab-org/quality/quality-engineering/team-tasks#3725) .

• We have added registry, relative-url, OAuth suites to test-on-cng pipeline, so we are moving those from test-on-omnibus pipeline.
• test-on-cng also run full instance suite so we are removing that from test-on-gdk pipeline
  • Moved tracking setup for e2e tests in test-on-gdk over to test-on-cng because this relies on instance suite
• there is gitaly-transactions suite setup in test-on-gdk, so removing that from test-on-omnibus
