Add FF to toggle namespace filtering for Duo Chat data
What does this MR do and why?
Add use_duo_chat_namespace_path_filter feature flag to toggle
namespace filtering for Duo Chat events data.
Use the new flag to toggle filtering on aiUserMetrics only for chat events. This is necessary
because chat data is not ready for GA, and we will roll it out separately.
