Use delimiters for severity counts
What does this MR do and why?
Adds the use-delimiters prop to the GlSingleStat component in the vulnerabilities for severity panel to enable international number formatting for severity counts on the security dashboard.
This improves readability for large numbers by displaying them with locale-appropriate thousand separators (e.g., "1,234" instead of "1234").
