Update wording for Repository file archive cache
What does this MR do?
Moved information about default storage locations and configuration settings from the bottom of the section to the top, making it easier for users to find this important information upfront.
Also clarify that the cache directory must be accessible by three services (Gitaly, Sidekiq, and GitLab Workhorse) instead of just two, ensuring users understand all the components that need access to prevent issues. (Gitaly is implied but not explicitly mentioned).
