Draft: Add type scope for boards

What does this MR do and why?

Experiment for type scope on boards

Obvious problems:

• types use same logic as filters, which will need to be changed for custom work item types
• no test coverage
• doesn't really handle task FF

How to set up and validate locally

1. Ideally enable work_item_tasks_on_boards as this will make the impact more visible
2. Ensure you have some tasks and issues and maybe incidents visible in a board
3. Add a scope for one or more types to the board
